I took a detour down to Waterloo station after going to check out the London Eye for a visit in a few weeks time. I got pretty much the same photo as CJO and drew the same conclusions.

My i-Phone GPS suggests that it is above the entrance from Waterloo to Waterloo East. I couldn't get a clear view.

Had a look while in London on holiday. Should have taken satnav so that I could identify where the mast should be, but it seems I wouldn't have seen anything anyway. I'm putting up a couple of photos taken from the London Eye (true purpose of being there that day) although the appropriate area of roof is probably out of shot to the left.

Passed here thousands of times on my commute through the station; logging the IS (or lack of it) caused me to look more closely at the architecture for the first time (and to read its interesting history on Wikipedia). Nice main entrance (Victory Arch) but the remainder of the building compares rather poorly with the other grand London terminae.

TQ47 T176 MAST, FLAGSTAFF and BOLT. TQ 31113 79974. Mast replaced flagstaff in 02/87 and reroofed 10/97. Last bag of the day after meeting no. 1, and before moving on to next venue on the south coast. Flagstaffs visible but trig location appears to be further back on the roof, not visible from the road or in the dimming light. Will catch this one again on the way back home, hopefully during daylight. Daylight update - still no sign of mast either from outside or inside through the glass roof, so possibly missing.
