It looks like a flag pole

Seen the pole exactly where the GR marked it up on open street maps. At first i thought like others it was just a scaffolding pole. But after zooming in there is clearly a pulley on a rotating base and damaged finial on the top. These components are on every flagpole set up. Did a bit of research not all flagpoles are made from wood and painted white, most of them are made from alloy and aluminium for strength.

As ProSpec says, there is a pole at the other end of the mill, but I couldn't be sure that it's a flagstaff viewed through binoculars

There is a lot of hardware on top of the Mill roof but there is a Pole on the roof in the location shown on Google Earth. (At the other end from the Mill Tower)

Lots of hardware up there.
