Still right way up. Looks like a rod type rivet to me.

With some effort I was able to dig round the block and with a piece of drift wood lifted it and return to same position but right way up. Only thin 1/2 " stump of bolt remains.

OS GR is 5m back from a 3m pebbly cliff. Half-metre square concrete block face-down 5m further S at NN 07574 72331 is presumably it. Despite removing some surrounding stones and finding an old fence post for levering, I couldn't right it or make enough space beneath it to feel for the bolt. Better tools needed...
