This surface block / bolt / rivet (the terms seem to be interchangeable) is in the road-side verge on a bridge over what was once a railway line, now a bridleway that’s part of the ‘Trans-Penine Trail’. You can’t really miss it as there’s a huge white arrow on the bridge parapet that points to it. I had to clear away some debris but it’s not buried. I parked in a gated slip-road on the west side of the bridge and walked up; the road is narrow and I wouldn’t advise parking on the bridge. The views are of flat and fairly featureless farmland. Don’t be confused by anther disk with EABM on it that’s placed nearby. This was put there relatively recently by the Environmental Agency (they control the land under the bridge) and is absolutely nothing to do with the Ordnance Survey.
