able to climb tower steps which stop just short of top giving limited view from a window and poor GPS signal

A damp day with grey skies. The monument has a plaque on one side and an open stone spiral stair inside which is quite solid but ends at a small landing about 10 foot below the top. The top cross has collapsed. For access you must cross a very boggy moorland area.
