There are two ways to see this monument. Either park in Turkey Shore Road and climb the hill (I tried this but there was a barrier blocking the entrance), or park in Harbour View off Priory Lane off Ffordd Tudur. From there the monument is visible across someone's private garden, but still perfectly visible. If you are able to approach from the footpath up the hill bear in mind you are basically stood right outside someones back garden too.
